Flexicurity-Who is afraid of new labor code?

it seems that the new labor code which will rule the employment relationship from now on in Romania promotes the flexicurity.
I have written a year ago on the subject of flexicurity, I am a big fan: it combine two conditions of the market: the flexibility of the work relationship plus the social security of the active labor force (e.g. the government is financing people who learn for performance, for profession).
let us see what we have got!
half way has been done if we consider it as an easy victory for the employers; in my opinion, no employer will take advantage and terminate the contracts of good performers; however, the employees could feel the fear to be fired easily; lack of opportunities on the market transform flexibility in a disadvantage on a short term;
the concept is working only with the both sides: flexible work relationship (including working opportunities) and security (supposes the existence of a powerful government which affords the funding of the lifelong learning initiatives and social protection/security).
